Sir, I hav a question about Civil Death Declaration , since 1974 he is nt seen as live but no FIR register in police station but in 2013 paper out that he is missing so i hav ti ask how to decide Civil death declaration that he is no more

1) Full facts required. How is it came in paper in 2013?
2) How can u establish that he missed from 1974 in the absence of FIR?
3) If yes from 1974 with tangible other evidences available, court can declare
the missing person dead.
