Legal Question in Civil Rights Law in India

i had a site in a village shikaripuur taluk shimoga district. Area of the site is 60*25 (length*breadth in sq feet). In that site we built a house of area 33*18 sqr feet. My problem was the local panchayath authority has decided to make a govt building in that remaining area of that site. Shall in file a Criminal tress pass case against panchayath? or shall i file civil case? or Shall i file Public interesting Litigation case in high court of Katnataka, Bangalore.?

Dear Sir / Madam,

If the Government is compulsorily acquiring a part of your property for making a Government building, you should file a civil case, claiming monetary compensation from the Government for the area compulsorily acquired, at the prevailing market price of the property.
