Legal Question in Criminal Law in India

sh to have a legal opinion and the Journalistic view in the following issue. It happened somewhere in India. An individual harassed a woman sexually and both are colleagues. Both are stenographers in the Judicial Department. Male is permanent and the female is working on contract basis. The husband of that woman write a petition to the concerned High Court. In mean time, the accused got the appointment as a Court Master in the High Court. Regarding the issue, the high court called for enquiry, to which both attended at the district court level. Ist enquiry II ADJ, second enquiry V ADJ and III Enquiry by Ist ADJ. The enquiry report was sent to the High Court Concerned. Now, as the accused is employee of the High Court, the victims received notices from the High Court to give statements again. It appears like victimization of the victims. Is there any provision to request the High Judiciary to transfer the case to the District Court for further proceedings of this issue? I believe, justice must reach the victim. But here the victim is forced by the procedure to roam around the courts to give statements again and again. I need your suggestion in this regard.
