Legal Question in Family Law in Pakistan

Dear sir/madam,

my concern is the following:

i have a step sister i.e the first daughter of my mother from her 1st husband she is 28 years old now and is a US citizen(US born) living in Pakistan with my mother. however she tends to pose a real threat to the safety of my mother for the past 2 years my mother has been enduring her she inflicts physical and mental torture on her which includes locking my mother in the room and not letting her out, abusing her explicitly, and slapping and throwing things on her, also if my mother in defense tries to stop her she threatens her that she will file a case in US embassy against her and also she has threatened to kill my mother several times. my mother is 58 years old now and is incapable of dealing with such issues, on the other hand i am a student and have been in hostel for the past 2 years and visit home once a month for not more than 3 days. as far as my understanding suggests she is suffering from some severe psychological problem, i must also tell you that my sister completed her mbbs 4 years back and went to US to live with her father however he also disowned her because of her behavior. we have tried and supported her in the best possible way my mother being the sole earner has been financially supporting her for the past so many years. she refuses to get married, and refuses to do a job. there is a serious threat on my mothers safety as i have to leave for US my self for my studies in the 1st week of august. all i want to know is

1) what is the best possible solution to such a case,

2) if i explain all this scenario in the US consulate or the embassy what will be the repercussions?

The best solution for this case is counselling, I think she needs counselling or help of a psychiatrist ,

you or your mother can file a police complaint instead of informing US embassy.It ll create problems for you also.
