Legal Question in Family Law in India

i had filed a complaint in women cell for torture, harassement and dowry demand against my husband, his family members and some of his relatives.
he gave bribe to CAW cell people. insted of torture him they started torture me.
on first date they asked me to write on paper whether i want to live with my husband or not. they asked my husband the same. when my husband refused to live with me there. they asked my husband to write " mai soch kar bataunga".
now 5 months has passed there. they never asked my husband to give in written till now.
and further they call me 2 hours earlier and make me wait for 2 hours. and after 2 hours my husband came there. my IO talked to me very rudely everytime.
my IO did not send me and my husband for counselling and she wrote in her file that counselling has been failed. on hearing that i got angry at my IO and she startind showing herself innocent.
my IO is asking for stridhan list and instead of asking my husband to give a written statement. she is telling me that she can't force him to write. but she never asked him to write.
orally my husband is refusing to stay with me then why he cant write the same.
what should i do with this type of corrupted CAW cell?
kya mai apni IO se bol sakti hu ki agar mere husband mere saath nahi rehna chahte hai to mujhe ek paper par likh kar de. aur agar vo nahi likh kar denge to mai stridhan list nahi dungi?
