Legal Question in Employment Law in Kuwait

My brother is working for seven years as technician in one of the establishments in Kuwait owned by a Lebanese and his current contract will be ending this April 30, 2013. My brother submitted his resignation to the management yet the company seems just ignoring the letter and request to release him and send him back to our home country. It is for this matter that I am inquiring for legal matters which my brother may undertake so he can go home. Anyway, he is not receiving his salary for three months now and doesn't want to renew his contract anymore. To date, I am just sending financial aid to him to spare him from starvation. Can you please help us? What should we do?

Your brother can lodge a representation case with the Indian High Commissioner in the Indian Embassy in Kuwait for redressal of his grievances.
