Legal Question in Real Estate Law in India

My Uncle (mother's brother) was official tenant in a property in Goa, when the land was given to builder to develop, the builder has signed agreement with my uncle and as per the agreement, my uncle was promised 4 flats of 400 sq.ft each in that plot, my uncle has done affidavit/ declaration to give his 4 flats to his sister and her 3 children, I am I of the children, and this affidavit was accepted by the builder,before my uncle's death,he was unmarried and had no children, now the builder has 3 star resort on that plot at Calangute Goa,and the is not ready to give us flats,nor ready to pay us the value of the flats, my question is, what can be done to get our flats or value of the flats from the builder.

What do you mean by "Official Tenant"? Actually, I want to know on whose name is this property? If he is not actual owner of the property or have Power of Attorney, can't do such.
