Legal Question in Wills and Trusts in Trinidad and Tobago

There are 65 acres of land in Trinidad in my grandfathers name (deceased). My mother has approached a lawyer to try to obtain and sell the land. They said that she would owe 1% of what the land is worth, up front. We do not have that kind of money up front. Could we not pay that 1% after we sell the land? How could we obtain it?
