Is it illegal to learn how to do something that is outlawed? Is it illegal to google on how to do something that is outlawed?

It is not illegal, but it is unwise due to tracking and spyware softwares used by police and other law enforcement and security agencies. For example, if you research how to bomb an airport, you risk being targeted for scrutiny by anti-terrorist groups.
