grandfather takes infant to iowa leaves minor daughter behind

i am a 17 yr old single mother of an infant daughter. my father came to az from iowa and took my baby and returned to iowa with her. cps is supposedly involved, yet i never had any contact with anyone regarding my baby. is it legal for cps to take my baby away from me and out of the state i live in without contacting me? can i press charges on my father for leaving me in an ''unsafe living environment'' since i am still a minor? he claims that's why he took my baby. if anyone would've paid me a visit, they would've seen how wrong he was. now my baby is in iowa.

please help me get my daughter home.

You should have received some type of notice. Have you tried contacting CPS here in Phoenix? The police department to report she was taken. Which CPS Dept. approved the taking?

At the minimum I would have some type of release of information authorization by you in order to try to get further info. They should talk to you since you are the mother; however, it may be easier to just physically go to one of their offices.
