Legal Question in Family Law in Arizona

My mother intends to leave my stepfather for issues, but he has her passport and he will not give it to us making it a problem for us to leave. is this a legal matter? is it against any law, a family or civil rights maybe? if so, will you please explain further? I want to know how to get it back without causing damage to me and my mothers part. Really need your help. Thank you.
