sole custody where father is a trbal member

The father is a tribal member and has visited the newborn a few times. Mother is non-tribal and they never married or had a relationship. Mother wants to establish sole custody and is willing to allow the father supervised parental time - since he abuses alchol and recreational drugs- she feels he shoudl not be alone with father. He may not want to do court proceeding since he is not keen on the idea of paying child support. does this seem feasible?

First of all, father will need to admit paternity or paternity will need to be established medically in order for him to have any rights in relation to the child. If he is willing to do that, then arrangements can be made for visitation or whatever else the parties agree to. If they don't agree, they will probably have to go to court and fight it out.
