With very few exceptions, you cannot place a lien on someone's property without their consent or without filing a lawsuit. You have not explained why you feel you have the right to place a lien on the person's property.

In order to put a lien on a house, you need to have authority given to you through a court or a statute, otherwise, you could be liable for slander of title. Statutory liens include homeowner association liens, mechanics liens, lis pendens liens, and IRS liens. So if you are the IRS, you are in luck. Otherwise, you will need to get a court order to be able to put a lien agaisnt the property.
