Legal Question in Wills and Trusts in Arizona

I have sole legal Power of Attorney for my stepmother-in-law. She did not want my father-in-law to have her POA. While my father in law was dying, he named a local minister as her POA instead. He had no legal right to do this. But, it was done. Was that legal?

No one can give any other person POA, except the principal, your stepmother-in-law. Therefore, whatever your father was doing, it did not create a valid POA, end of story.
