Who is responsible for writing an Order?

Who is responsible for writing an Order after a final judgment is rendered? Is it the Judge presiding over the case or the counsel that 'won' the case?

Usually it is the Atty who wins, but the judge will assign it in court. If you don't get it in a reasonable amount of time, ask.
