Can a non-profit use 30 second video clips from movies, TV Shows or off the web for an internal meeting with out paying for the use of the clips?

Perhaps. How would this differ from a bunch of people sitting around watching short sequences recorded on your TiVo? I think we need more information about exactly what you'll be doing.
