Legal Question in Disability Law in California

i live in san francisco and have a temporary disability handicap placard due to an injury sustained that limited my mobility, this injury my be perm and a new blue placard will be issued in 2 months.

I notified and requested a parking space closer to the elevator entry in the parking garage or a handicap space.

I spoke to a person in the managers office and I was to get a call that same day to resolve this issue and it been a week now and no call or response.

There are 5 HC spaces for and 3 HC spaces are always occupied by the same cars that are parked 24/7. the other 2 HC spaces are used by staff members or workers doing work for the building. So I canʻt get a HC space if I wanted too on the first come basis.

I was assigned a parking space far away and this is an unreasonable accommodations.

Please advise.
