Legal Question in Disability Law in California

I work in retail in a California location. It is legal to question someone we think is shoplifting right? And by question, I don't mean detain, I mean simply state "Did you forget to pay for any items?".

I can't think of a reason why not. Every day we get tearful questions from people who were arrested and charged with shoplifting, and often also burglary, over what they claim are honest mistakes ("I forgot the bottom of the cart"). I salute you for asking. You should, of course, follow your employer's policies.
