Legal Question in Disability Law in California

When traveling on airlines for official federal goverment business, in business class for medical reasons, can a traveler be denied a day of rest. The rest of the travelers are traveling in coach class and allowed a day of rest outbound and on their return. However travelers using a medical waiver to travel premiumm class are denied the ability to have a day of rest in either direction. I thought a disabled traveler was give an accomendation for their medical diability to give them parity. Not to be punished for traveling in business or first class. Under the ADA is the medically disabled traveler being discriminated aginist.
