Legal Question in Administrative Law in California

Can California HUD/ Section 8 or HUD PRAC 202, count Pension Paid Medical Ins., as EARNED INCOME? Without this plan I would have Medicare only .

It doesn't seem to me as though medical insurance paid as part of a pension would be treated by anyone as earned income, but who knows? If HUD seems to want to treat it as earned, go to them and ask for an explanation including legal authority.
