Are there attorney who ''specialize'' in CDC validation appeals? If so, how can I contact them?

I think you mean administrative appeals on behalf of someone who is incarcerated in a California state prison and who is being placed in admnistrative segregation or in a Security Housing Unit (SHU); and who wants to file an administrative appeal via a CDC Form 602, and possibly a lawsuit.
We attorneys are not allowed to use the word "specialize" as that has a specific meaning. For example, there is a volunteer LawGuru attorney who is a Certified Specialist in Appellate Law.
You would probably need to talk to an attorney familiar with prisoners' rights law. You could try writing to the Prison Law Office, San Quentin, CA 94964. Remember that there are time limits for filing CDC Forms 602 and also lawsuits. The attorney you contact should be familiar with these time limits.
