Are there any exceptions to the rule that a debtor must wait 8 years between filings of Chapter 7? Disability for instance....

No, but you might consider a Chapter 13 bankruptcy if you cannot afford to wait for the 8 years to expires.

Nope.

But if it has been at least four years, you can probably discharge most or all of your unsecured debt in a Chapter 13.
