If a ahndyman does not have a contractors licence can he have a businees card, truck signs, and website?

Of course! What the unlicensed handyman cannot do is -- work for which a license is required.

Also, he cannot misrepresent himself to the public. The business card, truck signs and Web site should not give the public a false impression that the person is licensed.
