You can pay with pennies legally probably but you need to pick your battles that you want to fight and this one does not seem like one you should choose.

If you are adamant and want to fight the system then go there with a couple of reliable witnesses (so that you have proof later) and try to pay with pennies and see what happens. If they do not accept it ask to speak with the supervisor and try to pay. Make sure you get the peoples first and last name and document everything accordingly. Then wait and see that the ticket is on your DMV record in a few weeks. Next a warrant may be issued for your arrest for not paying the ticket. Next you may or may not be arrested but in any event to clear it up you will need to hire an attorney and pay thousands of dollars in legal fees which probably you will not recover. You may have trouble however finding a reputable attorney to take such a ridiculous case and be on you own with a criminal record-but hey you will have showed them!

You are being unreasonable. This ploy of trying to pay with pennies is old enough for your grandfather to have tried it. Get off your high horse and pay the ticket with dollar bills before you get in worse trouble. Sure, you might win at the Supreme Court, but shouldn't you be studying for exams instead of setting yourself up for unending headaches with the system? OK, maybe not, but that's your lifestyle decision. Conventional wisdom is that pennies are sales tax tokens, not serious money.
