I am a licensed contractor. I completed a job for a licensed contractor. He is not paying me because I do not have general liability insurance. Is this legal? what can I do?

No it is not legal. If you have complied with the preliminary notice requirements you can record a mechanics lien on the project property and/or give the owner a stop notice.

File you lien notices timely and then sue if need be.
