Are oral agreements binding?

Yes, but they're harder to prove, because it would be your word against the other's. Of course, if someone did something that the agreement contemplated, that would be some evidence that there was an agreement in the first place.

They can be, depending upon what they are about (some types of agreements have to be in writing, though most do not) and what they say (a binding agreement has to satisfy the definition of a contract, but many oral agreements don't). There may be other reasons why a particular oral agreement would not be enforceable.
