Start Internet Business

i would like to create a safer internet dating/friendship service for people 50+.

as a non-professional, what would i need to do in order to perform background checks on those who would use this service?

Have their written consent and hire a search company to do the work. You are treading on dangerous ground, as it sounds like you will be making some kind of guarantee of 'suitability' to other users. You really should hire counsel to help you set up a complete documentation package that will minimize the risk of lawsuit to you and the company. Contact me if interested in doing this right.
