we have an outside eating area at work, can employees smoke there?

This is another "depends" issue. Labor Code section 6404.5 does define exceptions to the normal no smoking laws (you can check there to see if any fit your bill), however these normally apply to inside smoking. Outside rules may also kick in issues like the distance from the entrance to certain buildings, etc. More info would be needed to make a better informed decision.
