Legal Question in Civil Rights Law in California

I am filing a claim with the city attorney.a sgt got involved in a cvil suit b/t a landlord and tenant...it was illegal lockout which turned into false arrest.because there were no court orders for me to remove my personal property fr. my apt to the sidewalk or upstairs apt per this sgt...i was arrested for threats.held 3 days released case thrown out.the locks remained changed on my apt door with all my clothes in a shed in the back yard and all my valuables missing.how much in damages do i try to recover,loss of liberty?mental anguish,had to drop out of school,loss of all financial aid, failed all classes,hotel rent,storage,long list of personal property property
