The key here is who is making the car payments, insurance payments and otherwise maintaining the vehicle. The form of the title appears to indicate that you and your mother a co-owners which would imply equal rights of ownership and opportunity for use. On the other hand if you are only a "co-signer" on the car loan and you are not paying the car note or doing anything else consistent with ownership, then my recommendation is that work out with your mother whether you are still willing to be a co-signer on what is clearly her loan on her car.
