Legal Question in Civil Rights Law in California

My son is in JOBCORP...violating his rights

My son is a minor(17 years old) is attending jobcorp in San Diego area. Many situations have arised in Jobcorp,they let him leave during the week when he is not suppose to.I sign paperwork, he can only leave on the weekends. Security system is not working at all.My son leaves premisses when ever he gets a chance. He was arrested for drinking and I was not even contacted by Jobcorp at all! He went to court and I was never told, now he took a few days of , he was home sick and wanted to pay time with me at home. I spoke to his ar , mr francis, sd he needed to send my son to medical as a procedure and that I could take him home. Now I find out by my son that he was considered absence without leave,and that he was going to be punish for that. He was home with me .I believe he is being punish for no reason. The way they preform is not a correct way and secuirty system there is no good, I want to know if I can sue this institution, for misrepresentation. Education is not proper and they are not taking care of my son as they should.My son is a 17 year old and he acts like one. But measures with this instituation should be brought up, so things don't continue to happen.
