Legal Question in Technology Law in California

What are the laws on Cybersquatting on a domain? I am building a site for a company and their name is very unique. However, the domain is owned by somebody who is not using it and has offered to sell it.

It's an issue of timing... is your client's name trademarked... unique? Was the domain registered after your client started their company? Does the owner of the domain own a similar business? These are the factors that can influence any decision... if the answer is No to all three of the above, there's probably no cybersquatting.

If the answers are not all No, above, a cease and desist letter may be warranted, which might solve the whole thing in one fell swoop. If you need help in this regard, let me know.
