Legal Question in Construction Law in California

parking

I am renting an apartment this summer. My car got towed away this morning. I had to pay $185 to get my car back. I was told that they sent notes to the owners that the parking lots will be paved today. There is no sign on the parking lots about no parking today. My landlord didn't tell me this, since she wasn't here and didn't know this. I need to get the $185 back. Who should I sue and how?
