Stucco a Sticky Mess!

For a friend of mine: He hired a stucco contractor to stucco home. He promised one thing, then as job went along, he started taking things out of contract with no decrease in price. ''BREACH'' right!Promised colored stucco, gave non color stucco.Contractor said he would paint, but friend does not want paint , wants colored stucco! Sent workers out to ''FOG COAT' friend does not want ''FOG COAT'' wants colored stucco as contract states. Contractor left town with workers on job, and did not pay them, so friend fronted them money, they only took cash, they said thats how they get paid! (Don't think contractor is paying workmans comp, or workers on books) Contractor has left scafolding on property, friend wants to sell it. I suggested he store it for 30 days with a notice to pick up. Also suggested to get proof of Liability, workmans comp, and Bond info before a final payment can be made. still 1,800.00 outstanding on a 3,000.00 job. should he not pay until he gets colored stucco like contracy states? Contractor also barged in on home with no notice and became agressive with friend, because he refused his paint job offer, Carpet man whitnessed incident. Sticky Stucco Mess!!! Contracting nightmare. Notify the contractors license board of this contractor and put a claim in against his bond. If he's as bad as you say, he probably has numerous complaints against him as well as bond claims. Has he recorded a mechanic's lien against your friend's property?
