Legal Question in Consumer Law in California

Hi, I open a mail box at a mailing service (I am not sure the name for these)

I have lost 3 packages ever since I have the mail box. When I ask for my packages, the person that sign the package for me said that "he doesn't know anything about it & that he gives me everything in the mail already. If I don't trust him, then he will not sign any more packages for me from now on".

I am wondering if a can take any legal action against him. The problem is I have no proof that I have yet to receive the packages and he also doesn't have any proof that he handed them to me. basically to get a package I just hand him a piece of paper that say "There are packages for me" that he put in my mail box and that's it.

If you have no proof, you have no claim. I suggest that you complain to the owner of the business and/or switch your box to another company.
