Paypal transaction resoulution

I purchased an item online through Paypal and did not receive my item. I contacted the seller and they told me they were out of stock, but would be receiving some in the next week. That was a month ago and I have not be contacted since. I have tried to resolve the matter with Paypal and they have been unwilling to assist me. What are my recourses legally?

Have you opened a dispute with PayPal? If not, make them open a dispute. If you have and you lost, you could consider small claims court, but you would need to be able to serve the defendant in Calfiornia.
