Legal Question in Credit and Debt Law in California

My brother-in-law has bought two new cars in the past couple years - both of which have had to be turned back in because he can in no way afford them. This is despite having bad credit and a repo. He does not do math, read or write really (my husband does his finances). Is there anything we can do to block his credit completely, other than conservatorship?

Nope. Conservatorship would be the only legally enforceable option.
