collection fee of ~25-35% (~$500)

I was a little late to pay my college tuition and fees. They send me notice to pay by ___ or it will be referred to collection agency. I wasn't able to pay by that date. Later I found out that I was charged additional 25-35% ($500) fee by college called 'collection fee'.

Both college's schedule and payment policy do not specify that in case of non payment 'late charges' or 'collection fees' will be added (notice also didn't mention about possible 'collection fees' of 25-35%).

Can I get back 'collection fees'? (because there was no way of knowing about a possibility of having that fees added)
