Legal Question in Credit and Debt Law in California

Is a complaint seeking to recover fees for services a colleaction case? Or must there be a credit card involved to fall under 3.740?

It does not have to be a credit card, but it must be a simple, unsecured debt transaction involved. So unless the services were rendered and a payment plan put in place (i.e., you essentially loaned them the amount they owed you) it would not be a collections case.
