How can we motion to move a muncipal case to a small claims case

My employee was summoned to a municipal court for a debt that was turn over to a collection agency. His bill is for less than $1000.00 and had a stroke at the time of this summons. We tried to have this case turned over by the court by filing a certificate of progress inability to respond, inability to default. However our motion was denied. What process can we do for this employee?

The only thing you can really do for him as hire a lawyer to defend him.
