Legal Question in Criminal Law in California

My brother had got a felony charge in LA county he got a felony for burglary. He went to court and they gave him community service and some fines. He never did the community service because he had no money, we currently live in Doraville, Georgia. What would he have to do to pay the fines and do the community service. He has a warrant for his arrest. Will he have to do time or can he just pay a fine and still do the community service?

He now has an arrest warrant that he has to clear before he can do anything else. Since it is a felony charge and a felony warrant, he has to personally appear in court, an attorney can not make an appearance without him. Once he comes to court, the attorney can try to negotiate some 'deal' with the judge and DA. If and when he decides to come back to handle this, feel free to contact me if serious about getting legal help in it. In the meantime, he risks being taken away in cuffs and transported to this court if he comes in contact with any law enforcement, ICE, etc.
