I was charged felony conviction penal code 4573(bringing controlled substance into jail facility) i actually only had a paraphanelia pipe that is usually used for smoking meth. The pipe was empty did not containany drugs. Is there a possibility i could get this charge dismissed or reduced under prop 47

Sure there is a 'possibility' of dismissal, but both law enforcement and the prosecutor reviewed the facts before deciding to file those charges, and determining that they should be able to convict you, otherwise they wouldn't have filed.

As far as the prosecutor is concerned, the pipe was empty and clean on purpose, so any drug sniffing wouldn't detect it.

Yes, you definitely need a good attorney to defend you, because these charges are taken 'seriously' by the courts. If you have a clean record, it is more likely we can get a good outcome for you, but success is obviously our goal in any case.
