CHP CAD's

Could a CHP CAD report be altered if they wanted to change there time frame for detaining someone to long before arresting them due to profiling and trying to fnd some reason to search him when he only got pulled over for speeding.

I don't think so. CAD records are pretty secure. I have never heard of anyone monkeying with them. Remember that the officer who is in charge of the CADs is not a street cop. He's a tekkie kind of guy unlikely to risk his job by doing that. So the CAD should show what you want. Just make sure you ask that they preserve that tape. They do eventually recycle the tapes.

Another possible source to prove the correct time frame is the towing log. If your car was towed, they have to log when the call came in, which tow company was sent, and the license plate of the car to be towed. I once won a DUI trial when the police altered the time of arrest in their reports, but were sloppy altering the towing log, which showed they called for a tow truck ten minutes before they supposedly pulled my client over.
