Yes, your probation must have completed successfully before. Sometimes, you can ask the court to terminate your probation early, and then expunge.

Yes. Unless you request early termination of probation along with your expungement petition and you can provide a good reason to the judge as to why you should have your probation terminated early. All fines, fees, classes, community service, etc. would have to be completed as well.
