Can my family and I get a restraining order against a heroin abuser with a record of arrests, felony and jail time? The abuser keeps bringing it into our home and smoking it with my 19 year old sibling on a daily basis.

Call the police and have him arrested the next time he comes. Yes, you could apply for a civil restraining order.
