felony expungement

my friend recieved a felony for manufacturing meth in 1999. he was a co-defendant. he was forced to plead guilty. long story short, he was suppose to graduate that same year with a B.A. in CJA. he has a B.A. degree now. his felony was expunged. he has not used his degree in almost 9 years. Can he be a probation officer and carry a gun?

He may qualify. However, there is a code section which provides that anyone who has a felony conviction cannot be hired as a peace officer. This restriction applies to those cases in which the felony is a wobbler and the felony is reduced to a misdemeanor by PC section 17. see government code section 1029 for the restrictions
