Legal Question in Criminal Law in California

I had a lawyer who charged me 21,000 to do 2cases involving the same inmate..after the hearing he demanded 35,000 more to do trial. I could not afford him he dropped my case and i have found out he kept all the paper work hasn't passed it to my public attorney...my question is can he hold back all the information i paid him to get?

No your file belongs to you and if you request that the file be turned over to your new lawyer he should comply. If he does not you can call the state bar and suspect he will then comply.

No, he can not. The file is yours, along with all the research and work product.

If your current attorney isn't being firm with the previous attorney to get the ENTIRE file, you should be. A strongly worded letter indicating that you want the entire file turned over to your new attorney should be sent. A reference to seeking intervention from the State Bar if he doesn't comply should get his attention.
