Legal Question in Criminal Law in California

How long can a suspect remain in jail, by order of a federal court, pending trial? The person in question is suspected of "Conspiracy to Defraud the United States", due to preparing and submitting 1099OID's to the IRS for clients, but has been held continuously in a city jail in Southern California since September of 2011, while the prosecution continues to search for evidence.
