It is a crime for an adult to have sexual relations (which includes more than just intercourse) with a minor. But having a non-sexual relationship is not a crime.

Do you believe the relationship is sexual? If so, why? Note that the D.A. will only pursue a case if he thinks he can prove beyond a reasonable doubt that the man had sex with your daughter in your county.
