Legal Question in Criminal Law in California

What r the laws on getting in contact with officer and he says your being arrested then changes his mind and you have a 30thousand dollar warrant and he doesn't even give you a ticket with a court date on it but it was called in he just had somewhere better to go .can you get that thrown out because cop didn't do his job
